The eligibility criteria for the UPSC (Union Public Service Commission) exam are as follows:

1. Nationality: The candidate must be a citizen of India, Nepal, Bhutan or a Tibetan refugee who came over to India before 1st January 1962 with the intention of permanently settling in India.

2. Age Limit: The candidate must be between 21 to 32 years of age as of 1st August of the exam year. Age relaxation is provided to candidates belonging to reserved categories as per government rules.

3. Educational Qualification: The candidate must hold a degree from a recognized university. Candidates appearing in the final year of their degree program are also eligible to apply.

4. Number of Attempts: The number of attempts allowed for the UPSC exam is six for general category candidates and up to nine attempts for candidates belonging to OBC and SC/ST categories.
